Ewing Stringfellow, who runs a cattle ranch and Christmas tree farm outside North Bend, appealed the lifting of the water moratorium that has stunted the city’s growth for almost a decade. The city is negotiating an out-of-court settlement with Stringfellow, according to Mayor Ken Hearing.
